What the county actually requires, who to call, and where people get caught out.

No owner-builder opt-out. Expect a full permit and inspections for anything you intend to live in.

Strictest paper posture of the five despite being rural: the county FAQ states that sheds, fences, walls, conex boxes, pools, and shops ALL need permits (no published sq-ft exemption at all), all permits must go through the online portal with building plans and plot plan, and building without a permit can be charged up to 5X the normal fee — verify by phone whether staff waive tiny structures in practice, but nothing official says they do.

Before you count on any of this

Call the office above and describe your actual build. Two things catch dome builders out in every Arizona county, whatever the permit light says: septic is regulated by the state regardless of what the county does about buildings, and no permit means no certificate of occupancy — which usually means no conventional mortgage and no standard homeowner's insurance, and a cash-buyers-only sale later.
