What the county actually requires, who to call, and where people get caught out.
Most permissive of the five: the county-adopted exemption threshold is 300 sq ft (larger than the IRC's 200), and on 5+ acres the Section 37.Y Exemption Permit lets an owner build a non-habitable accessory structure of any size fully outside the building code for $75 and a notarized waiver — tailor-made for a dome shed or greenhouse.
Call the office above and describe your actual build. Two things catch dome builders out in every Arizona county, whatever the permit light says: septic is regulated by the state regardless of what the county does about buildings, and no permit means no certificate of occupancy — which usually means no conventional mortgage and no standard homeowner's insurance, and a cash-buyers-only sale later.
